ABOUT US
Queensland Waste Management Solutions (QWMS) is a specialist waste management coordinator operating across New South Wales and Queensland. Managing over 100,000 tonnes of waste and spoil annually across Greater NSW and South East QLD, QWMS has provided construction and demolition contractors, civil subcontractors, and principal contractors with a complete, legally compliant waste management service for over 10 years – from initial classification through to licensed disposal and auditable chain of custody documentation.
CAPABILITY
Specialist waste management coordination across NSW and Queensland.
- C&D waste
- Contaminated soil
- Asbestos
- PFAS
- Interstate movements.

QWMS is the single point of accountability for construction and demolition waste, from classification through to licensed disposal and auditable chain of custody. We engage only pre-vetted, licensed transporters, prepare every tracking document, and manage every regulatory submission across NSW and QLD.
Classification & Planning
Waste characterisation under NSW EPA Guidelines 2014 and QLD EP Regulation 2019 Schedule 9, before any load moves.
Licensed Transport & Tracking
ERA57 EA (QLD), NSW waste transport authorities, IWTS and DESI tracking, NEPM interstate consignments managed end to end.
Audit-Ready Closeout
Consolidated compliance pack at project close — formatted for EPA, DESI, or consent acquittal.

TYPES OF WASTE
Waste Classification Capability — NSW & QLD
Classification is determined before any load moves. The matrix below covers every waste stream QWMS manages across both jurisdictions, with the controlling legislation for each.
| Waste Classification | Class / Code | Legislative Authority | Typical Materials |
|---|---|---|---|
| NSW — GSW Non-Putrescible | GSW-NP | POEO Act 1997; POEO (Waste) Reg 2014 | Concrete, brick, steel, glass, inert mixed C&D |
| NSW — GSW Putrescible | GSW-P | POEO Act 1997; POEO (Waste) Reg 2014 | Timber, organic C&D, mixed putrescible |
| NSW — Restricted Solid Waste | RSW | EPA Waste Classification Guidelines 2014 | Contaminated soil up to 4× GSW limits; restricted landfills only |
| NSW — Hazardous Waste | HW | POEO Act 1997 Sch.1; EPA Guielines 2014 | High contamination; treatment required; no direct landfill |
| NSW — Special Waste (Bonded ACM) | Class B | POEO Act 1997; NSW WHS Reg 2017 | Cement sheet, vinyl tiles; IWTS tracking ≥100kg or ≥10m² |
| NSW — Special Waste (Friable ACM) | Class A | POEO Act 1997; NSW WHS Reg 2017 | Loose fibre; rigid sealed container; IWTS mandatory all loads |
| QLD — General Waste | General | EP Act 1994; WRR Act 2011 | Inert C&D below EP Reg Schedule 9 thresholds |
| QLD — Regulated Waste Cat. 2 | Cat 2 | EP Act 1994; EP Reg 2019 Sch.9 | Moderate contamination; ERA57 EA required for transport |
| QLD — Regulated Waste Cat. 1 | Cat 1 | EP Act 1994; EP Reg 2019 Sch.9 | High toxicity incl. PFAS above thresholds; composite-lined facility |
| QLD — PFAS (from 1 July 2025) | M270 | EP Reg 2019 (amended); IChEMS Sch.7 | Risk-based thresholds; IChEMS Schedule 7 obligations apply |
| Interstate NSW ↔ QLD | NEPM | NEPM (Controlled Waste) 1998 — Federal | Consignment authorisation; dual-state tracking mandatory |
Note: QWMS does not transport liquid waste. PFAS thresholds are subject to amendment. QWMS monitors regulatory changes in both jurisdictions continuously.
One contract. One point of accountability. Audit-ready documentation on every load.
THE QWMS DIFFERENCE
Most waste problems on construction projects are not a shortage of trucks – they are compliance failures. Incorrect classification, missing tracking records, unlicensed transporters, facilities that refuse the material, and documentation gaps that surface in audits long after the project closes. QWMS was built specifically to eliminate those risks.
THE PROBLEM
QWMS DELIVERS
Wrong Classification
Classification before move
Material moved before correct waste class is determined — creating disposal, levy, and audit exposure.
Assessment under the NSW EPA 2014 Guidelines and QLD EP Regulation 2019 Schedule 9. Class locked before dispatch.
THE PROBLEM
QWMS DELIVERS
Unlicensed transporter
Pre-vetted carriers only
Carrier not holding ERA57 EA, NSW waste authority, or IWTS registration for the specific load.
Every transporter holds the Environmental Authority and registration required for the specific load, verified before engagement.
THE PROBLEM
QWMS DELIVERS
Documentation gaps
Every document prepared
Missing consignment notes, incomplete tracking records, no receipt confirmation at the facility gate.
Consignment notes, IWTS records, weighbridge dockets, and facility receipts — prepared and managed by QWMS.
THE PROBLEM
QWMS DELIVERS
Wrong facility
Facility matched to load
Load arrives at a facility whose EPL or EA does not authorise the waste class. Load rejected. Clock reset.
EPL (NSW) or EA (QLD) confirmed to cover the waste class before any vehicle leaves site.
THE PROBLEM
QWMS DELIVERS
Levy misallocation
Levy zone locked up front
Levy zone not confirmed before costing. Invoice surprises. Project margin leak.
NSW MLA $174.20/t FY25-26 or QLD Metro $125/t FY25-26 confirmed at quote. No gate surprises.
THE PROBLEM
QWMS DELIVERS
Interstate failure
Dual-state tracking
NSW ↔ QLD movement without NEPM consignment authorisation. Both regulators audit the gap.
NEPM consignment authorisation applied to the receiving-state regulator. NSW IWTS and QLD DESI tracking managed in parallel.
